Now when it comes to a Paladin leveling build, these days, nothing beats the pure DPS output of a Retribution build.  All the talents below are for the Retribution tree unless stated otherwise:

Level 10-14: Benediction 5/5
Level 15-16: Improved Judgement 2/2
Level 17-18: Improved Blessing of Might 2/2
Level 19: Heart of the Crusader 1/3
Level 20: Seal of Command 1/1
Level 21-22: Vindication 2/2
Level 23-24: Pursuit of Justice 2/2
Level 25-26: Eye for an Eye 2/2
Level 27-29: Sanctity of Battle 3/3
Level 30-32: Two-Handed Weapon Specialization 3/3
Level 33: Sanctified Retribution 1/1
Level 34-35: Heart of the Crusader 3/3
Level 36-39: Conviction 4/5
Level 40-42: Judgements of the Wise 3/3
Level 43: Repentance 1/1
Level 44-45: The Art of War 2/2
Level 46-48: Fanaticism 3/3
Level 49: Conviction 5/5
Level 50: Crusader Strike 1/1
Level 51-53: Swift Retribution 3/3
Level 54-56: Vengeance 3/3

As far as spell rotation is concerned, this is going to yield the most DPS:

First:
1.    Verify Devotion or Retribution Aura is up
2.    Verify Blessing of Might is up

Then:
Judgement > Crusader Strike > Consecration > Divine Storm > Exorcism > Holy Wrath

An alternative rotation you can try would be:

Cast Retribution Aura > Cast Judgement of Light > Seal of the Martyr/Seal of Blood > Crusader Strike > Divine Storm > Crusader Strike > Exorcism (if Undead or Demon) > Repeat Crusader Strike and Divine Storm until enemy is dead

Now if after trying this you find your Paladin levelling speed is not all that great, you might want to look into the Zygor Leveling Guide.  This is what I’ve used to get my Paladin and other classes up to level 80 in 7-9 days of play time.

The guide is actually an in-game mod that runs in WoW and places a giant green arrow under your Paladin that points you to where you need to go.  All you do is follow it and do what it advises, be it picking up a quest, killing enemies, collecting items or cashing in a series of quests…As long as you do that, you’re automatically leveling up as fast as possible, it’s pretty cool.

You will also see a window that displays in writing the tasks you need to complete in order, so for example, you may see:

Kill 10 Festering Rot for “The Pools of Aggonar Quest” at 22,43
Kill 15 Terrorfiend for “The Heart of Darkness Quest” at 54,36
Turn in The Heart of Darkness Quest to Warp Scryer Kryv
